Govt Saves ₹7,130 Crore Through Cyber Fraud Reporting System; 24.67 Lakh Mule Accounts Flagged: MHA Tells Rajya Sabha

The Ministry of Home Affairs (MHA) has reported major progress in India’s fight against cybercrime, revealing that over ₹7,130 crore has been prevented from being siphoned off through the Citizen Financial Cyber Fraud Reporting and Management System (CFCFRMS) since its launch in 2021. The system has acted on more than 23.02 lakh cyber fraud complaints, Minister of State for Home Affairs  Bandi Sanjay Kumar informed Rajya Sabha MP Shri Parimal Nathwani.

A toll-free helpline, 1930, operates alongside the platform to help citizens report financial cyber frauds quickly.

Suspect Registry Identifies 24.67 Lakh Mule Accounts

The Minister further stated that the Suspect Registry, launched by the Indian Cyber Crime Coordination Centre (I4C) in September 2024, has emerged as a powerful tool against cyber-enabled financial crimes.
Working in collaboration with banks and financial institutions, the registry has so far:

Captured 18.43 lakh suspect identifiers

Flagged 24.67 lakh Layer-1 mule accounts

Declined fraudulent transactions worth ₹8,031.56 crore

Massive Push for Training and Forensics Capacity

To enhance investigative capability across India, the MHA highlighted the success of the CyTrain MOOC platform, which provides online courses for police and judicial officers. So far:

1,44,895 officers have registered

1,19,628 certificates have been issued

Additionally, a State-of-the-Art Cyber Fraud Mitigation Centre (CFMC) has been operationalised at I4C, enabling real-time coordination between banks, payment aggregators, telecom operators, and law enforcement agencies.
This integrated action has led to the blocking of:

11.14 lakh SIM cards

2.96 lakh IMEI numbers

Expansion of National Cyber Forensic Laboratory

To support investigations at an early stage, National Cyber Forensic Laboratories (NCFL-Investigation) have been established in New Delhi and Assam.
The Delhi facility alone has assisted law enforcement agencies in nearly 12,952 cases of cybercrime.

Samanvaya Platform Boosts Intelligence & Arrests

The Samanvaya MIS platform, including its ‘Pratibimb’ module, is now streamlining nationwide cybercrime data sharing and analytics. The tool maps criminal networks, identifies interstate linkages, and enables law enforcement to request specialised techno-legal assistance.
This system has already contributed to:

16,840 arrests
