Sixty-One, Yet Relentlessly Energetic
At an age when many professionals begin slowing down, Ahmedabad-based public relations veteran Shailesh Goyal chose to return to the classroom spirit with renewed intensity.
At 61, the founder of Simulations PR — one of Gujarat’s pioneering public relations consultancies — has completed his Doctorate in Management (PhD) from Rai University with research focused on “Role of Public Relations in Healthcare Marketing Communications.” His doctoral research was carried out under the guidance of Prof. Maulik K. Rathod and Prof. Ashish Rami.
But for Goyal, the achievement is far more than an academic title.
“What began as a small lockdown experiment at 58 during Covid slowly grew into five years of surveys, studies, analysis and thesis writing. This milestone feels less like a degree and more like a reaffirmation of the lifelong learner within me — learning should never stop,” adds Goyal.
The doctorate now becomes another defining chapter in a remarkable professional journey spanning more than three decades across media, corporate communications, governance, academia, and strategic public relations.

In the restless, fast-moving theatre of public relations — where reputations are built word by word and credibility becomes a company’s strongest currency — few names in Gujarat command the kind of enduring respect that Shailesh Goyal does.
Today, he is recognized not only as one of the pioneering forces of regional public relations in India, but also as a communications strategist who continues to evolve, learn, and contribute even after decades in the industry.
Understanding Media, Business and Public Perception
Every compelling professional journey has an unexpected beginning. For Shailesh Goyal, the foundation was built through a deep understanding of media dynamics, business communication, institutional relationships, and public perception.
Armed with a science background and later strengthened by an MBA from B.K. School of Business Management, Ahmedabad, along with a PGDM in Enterprise Management from Bangalore, Goyal gradually developed a sharp understanding of how communication shapes industries, institutions, and reputations.
Before launching his own venture, he spent nearly a decade gaining experience across respected media and corporate organizations including:
- Bennett, Coleman & Co. Ltd. (The Times of India)
- Living Media India Ltd. (India Today)
- Torrent Pharmaceuticals
- Vadilal Foods
Those formative years gave him valuable exposure to the worlds of business, industry, media relations, corporate strategy, bureaucracy, and policy-making. More importantly, they helped him understand the pulse of businessmen, policymakers, journalists, and influential media personalities — knowledge that would later become one of his greatest strengths in public relations and strategic communications.
Over time, Goyal developed a reputation as someone who understood not only publicity and media timing, but also the importance of credibility, relationships, and communication sensitivity in institution-building.
That understanding would eventually lay the foundation for Simulations PR and help shape one of Gujarat’s earliest specialized public relations consultancies.
The Birth of Gujarat’s First Dedicated PR Agency
In 1997, when Gujarat’s communication landscape was still largely dominated by advertising agencies offering PR merely as an add-on service, Shailesh Goyal identified a vacuum.
He founded Simulations Public Affairs Management Services Pvt. Ltd. in Ahmedabad, making it one of Gujarat’s earliest specialized public relations consultancies.
At the time, the idea itself was pioneering.
Corporate India was changing rapidly after liberalisation. Industries needed more than advertisements — they needed reputation architecture, communication strategy, and credibility management.
Goyal saw that future before the market fully understood it.
Under his leadership, Simulations evolved into a full-spectrum communications agency offering:
- Public Relations
- Corporate Communications
- Crisis Management
- Media Strategy
- Brand Positioning
- Social Media Management
- Content Development
- Event Promotions
- Media Training
- Creative Design and Reputation Building
Today, the agency operates with pan-India coverage while retaining a distinctly regional intelligence — something that has become its signature strength.

The Man Who Professionalised Regional PR
What separates Shailesh Goyal from many industry veterans is not merely longevity, but institution-building.
He is widely credited with helping professionalise structured communication practices for government bodies and public institutions in Gujarat at a time when organised public communication frameworks were still evolving.
Over the years, Simulations became known for handling sensitive, large-scale, and high-impact communication assignments with credibility and discipline.
The firm built strong relationships across industries including healthcare, education, infrastructure, energy, IT, lifestyle, and governance. It has also managed communication mandates for institutions and industry bodies such as:
- Confederation of Indian Industry (CII)
- Federation of Indian Chambers of Commerce & Industry (FICCI)
- Gujarat Chamber of Commerce and Industry (GCCI)
The agency has additionally been associated with major national and international events including:
- Vibrant Gujarat
- PlastIndia
- Engimech
A Voice for Tier-2 and Tier-3 India
Long before “Bharat” became a boardroom buzzword, Goyal understood the untapped power of regional India.
He consistently advocated that the future of communications and brand growth would emerge from Tier-2 and Tier-3 cities, where aspiration, entrepreneurship, and local influence were rising rapidly.
While many agencies remained metro-centric, Simulations cultivated deep regional insight and grassroots communication networks, helping brands navigate markets that demanded cultural intelligence rather than generic campaigns.
This foresight positioned the firm as a trusted communications partner across emerging business ecosystems in India.
Leadership Beyond Business
Shailesh Goyal’s influence extends far beyond client portfolios.
Over the years, he has played active leadership roles in shaping industry conversations and strengthening institutional ecosystems.
His distinguished positions include:
- Former Chairman of Indo-American Chamber of Commerce
- Former President of Public Relations Society of India
- Member of the Board of Studies for Mass Communication at Pandit Deendayal Energy University
- Active contributor to the Gujarat State Council of Confederation of Indian Industry
His leadership style is often described as calm, relationship-driven, and deeply supportive — a rare combination in the high-pressure communications industry.
The Family Behind the Legacy
Behind the communications strategist stands a grounded family deeply connected to creativity, professionalism, and ambition.
His wife, Rekha Goyal, has remained a strong pillar of support throughout the journey.
In fact, Goyal himself acknowledges that completing his PhD while balancing professional commitments would not have been possible without the encouragement of family, friends, colleagues, and clients.
“This journey was made lighter by the support, encouragement and patience of friends, well-wishers, my corporate hospital PR clients, healthcare professionals, media colleagues, and family,” he says.
His daughter, Lipi Goyal, has built a strong identity as a celebrity emcee and public speaking coach, hosting prestigious events linked with leading industrial families and platforms including engagements associated with Ambani, Adani, Lakshmi Mittal, and Vibrant Gujarat. She also contributes to Simulations’ digital media initiatives.
His son, Akshar Goyal, graduated from the University of Waterloo and currently works as a Data Engineer with an international company, representing the family’s bridge into the technology-driven future.
The Legacy of Simulations
In an era where communication is increasingly algorithm-driven and attention spans shrink by the second, Simulations PR continues to stand for something timeless: trust.
Born on November 30 and now stepping into his 61st year, the Sagittarian communications veteran Shailesh Goyal continues to remain remarkably energetic, intellectually curious, and deeply engaged with the ever-evolving world of public relations and strategic communications. Known for his signature warm grin, soft-spoken nature, calm demeanour, and positive outlook towards life, Goyal carries an effortless sense of composure that has earned him admiration across professional and personal circles alike.
Having recently completed 25 years, the agency represents resilience, adaptability, and sustained relevance in an intensely competitive industry. Yet beyond campaigns and communication mandates, Simulations remains rooted in the values Shailesh Goyal built decades ago:
- Quality over noise
Knowledge over hype
Relationships over transactions
“Perhaps that is why, within Gujarat’s communications ecosystem, the name Shailesh Goyal signifies far more than visibility or influence. It stands as a symbol of credibility, institution-building, lifelong learning, and the quiet consistency required to earn enduring respect across generations.”
