Book on Former IAS Officer R. V. Chandramouli’s Life and Service Released at SPIPA
PM’s Principal Secretary Dr. P. K. Mishra releases the book, highlighting Chandramouli’s administrative values and legacy for future civil servants

A book documenting the life, career and contribution of former senior IAS officer R. V. Chandramouli was released at a समारोह held at the Sardar Patel Institute of Public Administration (SPIPA), Ahmedabad. The book was formally released by Dr. P. K. Mishra, Principal Secretary to the Prime Minister, who attended the event as the chief guest.
Speaking on the occasion, Dr. Mishra said that transparency, commitment to duty and decisions taken in the public interest are of great importance in public administration. He noted that the administrative experiences and values of accomplished and experienced civil servants such as Chandramouli would continue to inspire young officers of the next generation.
SPIPA Director General and Additional Chief Secretary Harit Shukla (IAS) and the book’s author R. C. Venkataraman welcomed the guests and spoke about the significance of the occasion. Venkataraman, who is the son of Chandramouli, also shared the inspiration and background behind writing the book and read excerpts highlighting his father’s life and work.
Former IAS officer C. K. Koshy recalled that Chandramouli had risen from a humble family background to become an IAS officer and eventually serve as Chief Secretary of Gujarat. He attributed Chandramouli’s success to his humane approach and strong decision-making ability in administration. P. Ramrakhiani also shared personal memories and inspiring experiences from his years of service with Chandramouli.
The event was attended by senior government officials, including Additional Chief Secretary Dr. Anju Sharma (IAS) and Gujarat Vigilance Commissioner Sangeeta Singh (IAS), along with senior SPIPA officials, trainees and distinguished citizens.
The programme concluded with a vote of thanks by Kartik Venkataraman, grandson of R. V. Chandramouli.
