MICA Equips Government Class 3 Officers with Strategic Communication Skills in New Training Program

The MICA Centre for Development Management and Communication (CDMC) in partnership with the Government of Gujarat has initiated a specialized capacity-building program titled, “Voices in Crisis: Strategic Communication & Reporting for Government Class 3 Officers”.

This multi-day training initiative is tailored for Government Class 3 officers, specifically district-level reporters and editors who are pivotal in shaping public understanding. The program focuses on strengthening their skills in crisis reporting, clear documentation, compelling storytelling, and strategic social media communication.

The training addresses the critical need for effective communication in governance, which is essential for building public trust, especially during high-pressure situations.

By mastering these skills, officers become vital bridges between government action and public understanding. The hands-on sessions are designed to equip officers with the tools to build trust, engage communities authentically, and communicate government actions with clarity and empathy.

The program, which will run in three 2-day batches in November (13-14th, 20th-21st, and 27th-28th), features sessions led by industry experts. Topics include “Fundamentals of Crisis Communication,” “Social Media Management,” and “Storytelling”.

Prof. Manisha Pathak Shelat, Chair of MICA – CDMC, leading the inaugural session, commented, “In times of crisis, communication is not just about delivering facts—it’s about building trust. This training is tailored to help these field communicators build rapport with local audiences, manage social media effectively, and share both crisis and success stories with credibility and compassion. Our goal is to empower them to become authentic, human-centered storytellers for their communities.”

The program ultimately aims to help officials create effective narratives that enhance overall efficiency and public service delivery. This program is part of multiple long term partnerships that MICA has with various state governments of India.
