RRU Hosts National Workshop on Police Image and Best Practices in Smart Policing

The School of Internal Security and SMART Policing (SISSP) at Rashtriya Raksha University (RRU) organised a one-day national workshop on “Police Image and Best Practices in Policing” on Monday, bringing together senior police officers from across India to discuss citizen-centric policing, technological innovation and strategies to strengthen public trust in law enforcement.

The workshop witnessed participation from Director Generals of Police (DGPs), Inspectors General (IGs) and other senior officers representing Uttar Pradesh, Uttarakhand, Delhi, Meghalaya, Gujarat, West Bengal, Rajasthan, Daman & Diu, and Dadra & Nagar Haveli.

Delivering the Guest of Honour address, Prof. (Dr.) Vikram Singh, IPS (Retd.), Former DGP of Uttar Pradesh and Chancellor of Noida International University, urged police forces to move beyond the colonial policing mindset inherited from the Police Act of 1861 and adopt a humane, people-centric approach rooted in public trust.

He stressed that a positive police image cannot be built through publicity alone but through ethical conduct, professionalism and consistent public service. Highlighting women’s safety as a key priority, he cited Kolkata Police’s “LISTEN” initiative and Uttarakhand Police’s safe-space reporting mechanism as exemplary practices that encourage women to report crimes with confidence.

Quoting Justice V.R. Krishna Iyer, Prof. Singh called for compassionate treatment of crime victims and advocated a transition from traditional “danda” policing to a data-driven policing model. He urged officers to uphold fairness, integrity and humanity in the discharge of their duties.

In his inaugural address, Prof. (Dr.) Kalpesh H. Wandra said Indian policing is undergoing a significant transformation from a reactive system to a predictive model powered by technology, in line with the Prime Minister’s vision of SMART Policing.

He observed that while India has one of the world’s largest police forces—with nearly 20,000 police stations and approximately 2.6 million personnel serving over 1.4 billion citizens—the true measure of effective policing lies in public trust and active citizen participation.

Prof. Wandra noted that the workshop reflected this transformation through discussions on technology adoption, women’s safety and community engagement, reinforcing the vision of a transparent, accountable and service-oriented police force aligned with the goal of Viksit Bharat 2047.

Welcoming the participants, Lt. (Dr.) Ruchika Singla, Director (I/C), SISSP, outlined RRU’s commitment to building a technology-enabled, future-ready and citizen-centric policing ecosystem. She highlighted initiatives such as Mission Karmayogi, capacity-building programmes and efforts to promote women in policing.

She also noted that RRU’s monthly “Police Image” lecture series, conducted on the 22nd of every month, has successfully completed 54 lectures, helping bridge the gap between academic learning and practical policing while advancing the vision of Smart Policing in India.

The technical sessions featured presentations by distinguished police officers from different states, showcasing innovative policing practices and successful community engagement models. Speakers included Anant Takwale (Uttarakhand Police), Dev Ranjan Verma (Uttar Pradesh Police), Neha Yadav (Delhi Police), Lakador Syiem (Meghalaya Police), Hardik N. Prajapati (Gujarat Police), Sujit Bhattacharjee (West Bengal Police) and Toniya Sharma (Rajasthan Police). Their sessions focused on technology-enabled policing, women’s safety initiatives and strategies for strengthening public confidence in law enforcement.

The workshop concluded with a vote of thanks by Vishal Katariya, I/C Coordinator, State and UT Police, SISSP, who expressed gratitude to the Guest of Honour, university leadership, speakers, delegates and the organising team for making the event a success.
